They compare proposed designs against a “standard design” energy budget (in TDV—Time Dependent Valuation units) tailored to the building’s size, type, and climate zone. Two paths:
- Prescriptive: Meets fixed minimums for each component (e.g., U-factor ≤0.32 for windows).
- Performance: Allows trade-offs (e.g., extra insulation offsets larger windows) via whole-building modeling.
Inputs include envelope details, HVAC specs, lighting power, solar sizing, and occupancy. Outputs generate CF1R forms (Certificate of Compliance) submitted pre-permit. For projects >3,000 sq ft, costs rise due to complexity.
